I guess highbrow means educated and lowbrow means uneducated, in the sense of art education. I don't agree with it, but I think that's the way it is.
Some folk art can sell for a lot of money too, especially if it has cultural significance for a country or community.
Naive art is also a term used to describe 'untaught' art, and it can have a life to it that no other art has. And a wisdom that highbrow art cannot achieve.
A negative term to describe a lowbrow painter would be a 'Sunday painter' as in someone who doesn't take it seriously and only does it on Sundays. This is no longer relevant, because the idea of someone working at art like a 9-5 job is dated.
Jeff Koons' art fits in the tradition of Andy Warhol, who is now almost a household name, whereas he was once considered way out there. I think both are over-rated. Jeff Koons art is cynical. The craftsmanship is excellent but that is because he hires specialists from every craft to make the pieces for him.
