“And if any man mingle his seed with the seed of Cain the only way he could get rid of it or have salvation would be to come forward and have his head cut off & spill his Blood upon the ground it would also take the life of his children.” (Wilford Journal, recording a speech by Brigham Young, January 16, 1852, typed copy; original located in LDS Church Archives)

In reverse order, Brigham Young University was known as University of Deseret during Brigham lifetime. It was renamed after his death.
Neither the Mormon church nor any other church can change someone beliefs. A church can however repudiate beliefs that an individual may have which are not the beliefs of the church. If a persons continues to publicly promote such beliefs as the beliefs of the church, Excommunication would be an action which would make plain that the persons beliefs are not the beliefs taught by the church.

As far as determining if someone qualifies for a temple recommend, the person them self makes that determination be answering a series of questions asked by the leader of the Mormon congregation to which he belongs. The questions are uniform throughout the church and begin with (as best I can recall) Do you have a firm testimony of Jesus Christ. Other ques tons include "Are you honest in your dealings with your fellow man, and do you consider yourself to enter the temple. I have gone with people who are not Mormon to tour newly built temples in their area.
